- BizTrak is an
integrated system that automates the purchasing, certification and
outreach workflow for each qualifying program.
- Specialty Code
- "Specialty Code"
(S.C.) are used to note the firm's industry, product, or service provided.
Specialty Code are used for all firms.

Classification System (N.A.I.C.S.) are used to note the firm's industry,
product, or service provided. N.A.I.C.S. codes are used for all firms.

Department of Transportation Disadvantaged Business Enterprise
(DBE)
The U.S. Department of Transportation
designation of a for-profit small business concern that is owned
at least 51 percent by a socially and economically disadvantaged
individuals(s) and/or a tribally owned concern, and who controls
the managerial and day-to-day business operations of the business.
Sometimes referred to as "federal certification".
- Minority
Business Enterprise (MBE)
A for-profit small business concern that performs a commercially
useful function and is legitimately owned and controlled by one
or more minorities who are U.S. citizens or lawful permanent residents,
or minority business enterprises certified by EOO in accordance
with South Carolina State Regulations.
Note:
Firms which are not certified as a DBE or MBE are classified
as "OBE". This
term specifically means the firm is not
certified. "OBE" is
not a type of certification and is only a BizNet designation
for non-certified firms.

An
individual who is a member of one of the following ethnic/racial/cultural
groups: African/Black American, Hispanic American, Asian American,
or Native American or Alaskan Native. See "MBE" above.
- Socially
and Economically Disadvantaged
For purposes of the Disadvantaged Business Enterprise
(DBE) program, certain ethnic, racial or cultural groups are presumed
to be socially and economically disadvantaged; i.e., Black Americans,
Hispanic Americans, Native Americans (American Indians, Eskimos,
Aleuts, or Native Hawaiians), Asian Pacific Americans (persons
with origins from Burma, Thailand, Malaysia, Indonesia, Singapore,
Brunei, Japan, China, Taiwan, Laos, Cambodia (Kampuchea), Vietnam,
Korea, The Philippines, U.S. Trust Territory of the Pacific Islands
(Republic of Palau), Republic of the Marshall Islands, Federated
States of Micronesia, the Commonwealth of the Northern Mariana
Islands, Guam, Samoa, Macao, Hong Kong, Fiji, Tonga, Kiribati,
Tuvalu, or Nauru); or Subcontinent Asian Americans (persons with
origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the
Maldives Islands or Nepal). However, being born in one of the
above country is not, by itself, sufficient for an individual
to be considered to be a member of one of these groups. An individual
must demonstrate that they identify with these groups either culturally,
socially or racially. Individuals who are members of the above
groups, in the absence of evidence to the contrary, are presumed
to be socially and economically disadvantaged. An individual's
group membership is based upon demonstrable evidence that he or
she has held himself or herself out to be identified with either
culturally, socially and/or racially and is currently identified
as such by recognized membership of the group in question.
